Mr. Zhang Guofa was born in 1956.He graduated from the Shipping College of Wuhan Science & Technology University in 1980.He got his Master Degree from Wuhan University in economics in 1991and got his Ph.D from Wuhan University in economics in 1997.He worked for China Changjiang National Shipping Group from 1980 to 1986.He joined the Ministry of Communications of the People's Republic of China since 1991.
