Chang Dechuan is the Chairman of Board of Directors and President of Qingdao Port (Group) Company Ltd.. He is also one of the vice president of China Enterprise Confederation and China Enterprise Directors Association.

Chang Dechuan graduated from Dalian Maritime University in 1968. Since joining Qingdao Port, he has been working as a port worker, section chief, operating director before he was promoted to the post of vice Director-General of Qingdao Port Authority in 1981. In 1988, he was further promoted to be the Director-General of Qingdao Port Authority. In October 2002, he was shifted to the current position.

In the last decade, with considerable experience in port management, Chang Dechuan has lead the port transfer from an old port with a history of more than one hundred years, to a modernized international port with an annual cargo throughput of more than 100 million tons and annual container throughput of more than 4.2 million TEU, ranking No. 14 worldwide.
